Grants Process – Step by Step Guide

A completed Application Form and supporting documentation is forwarded by the applicant to the Elloe Deaneries Branch Secretary.
An initial eligibility assessment is carried out by the Elloe Deaneries Branch Secretary. If the application is not eligible in accordance with Elloe Deaneries BRF Rules, a reject letter is sent to the applicant to advise that the application does not meet the criteria of the BRF. If the application does fall within the Rules of the BRF and if all information is complete the application is ready to be assessed by the Elloe Deaneries BRF Committee.
A copy of the application and supporting information is emailed by the Elloe Deaneries Secretary to the members of the Elloe Deaneries BRF Committee for consideration and a date is decided for the next Elloe Deaneries BRF Committee Meeting.
A full assessment is carried out by the Elloe Deaneries BRF Committee and the decision is recorded in the meeting minutes.
The decision of the Elloe Deaneries BRF Committee is conveyed in writing to the applicant. Copy correspondence is sent to all BRF Committee members.
Once the work is completed the named inspector is to inspect the work. If satisfied with the work the inspector is to acknowledge satisfied completion to the Branch Secretary, through letter or email. Satisfaction letter emailed to all BRF Committee members.
Receipted invoice is to be sent to the Elloe Deaneries Branch Secretary by the PCC once work has is completed and inspected.
A Grant Payment letter and cheque for the agreed amount is sent to the applicant by the Elloe Deaneries Branch Secretary. Acknowledgement of payment received by Elloe Deaneries Secretary from PCC. Grant process complete.

Guidance Notes for Application Form

Before making an application, we advise that you take time to read the application form and its notes in full, taking care to ensure that your project meets the criteria.

These notes tell you things you need to know in relation to the overall process. You will find useful notes throughout the form, which are designed to help you in your answers. Please read these before starting to fill in the form. The application will not be considered without all the required information; incomplete applications will be put on hold until all information had been received.

Once received, your application will be considered at the next Elloe Deaneries BRF Committee meeting. This should not be confused with the LDGCBR Bell Repair Fund Committee. The Elloe Deaneries Branch Secretary will keep you informed about your application’s progress and when it is likely to be considered by the Elloe Deaneries BRF Committee. Eligibility

The Elloe Deaneries BRF is aimed at advancing the Christian Religion by providing financial assistance to Churches in the Elloe Deaneries Branch for the purpose of maintaining bell installations for change ringing by making grants to them. Funds can be awarded for projects that fulfil the criteria of the Elloe Deaneries Bell Repair Fund and all projects MUST fit within one of the categories listed below. The maintenance and improvement of bell installation shall be deemed to include the following:-

Taking out an existing ring of bells, supplying and installing a new frame and fittings, recasting the bells and erecting the same.
Taking out, overhauling and re-clappering existing bells, supplying a new frame and fittings and re-erecting the bells.
Taking out existing bells, overhauling the existing frame and fittings, recasting or overhauling and re-clappering the bells and re-erecting them.
Other repairs to bells, frames and fittings.
The provision of sound control materials.
The transfer of bells from one tower to another, within the Branch, and the work entailed.

The following list is not exhaustive but contains important details about what we do not fund. We strongly advise that you check that your project meets our criteria and is eligible for funding before you send in your application.

The Bell Repair Fund does not fund:-

Replacing belfry floors
Labour costs in respect of installing sound control materials
Provision of new bells in Churches which previously had none
Augmentation of existing bell installation
General belfry maintenance such as clearance of bird debris / damage

Bell Repair Fund Rules

The fund shall be known as The Elloe Deaneries Bell Repair Fund.
The object of the Fund shall be to provide financial assistance to Churches in the Elloe Deaneries branch of The Lincoln Diocesan Guild of Church Bell Ringers for the purpose of maintaining and/or improving their bell installations. All references to bells shall mean bells hung for full circle ringing in the Elloe Deaneries. Qualifying work a. Taking out an existing ring of bells, supplying and installing a new frame and fittings, recasting the bells and erecting the same. b. Taking out, overhauling and re-clappering existing bells, supplying a new frame and fittings and re-erecting the bells. c. Taking out existing bells, overhauling the existing frame and fittings, re-casting or overhauling and re-clappering the bells and re-erecting them. d. Bringing existing bells, frames and fittings into an adequate state of repair. e. Other repairs to bells, frames and fittings. f. The provision of sound control materials. g. The transfer of bells from one tower to another within the Elloe Deaneries Branch and the work entailed. h. Any other work which the Elloe Deaneries BRF Committee deem to comply with the object of the fund.
Applications for grants shall be submitted on the Grant Application Form to the Branch Secretary for consideration by the Branch Committee. The Secretary will pass a copy to the members of the Elloe Deaneries BRF Committee for their consideration of making a grant from their Funds.
This Branch Committee shall consist of The Branch Ringing Master, Branch Secretary & Branch Treasurer and one additional member elected at an AGM. Two Branch Officers are required to sign each money transaction.
The Branch Committee shall, at the start of each calendar year, having reviewed the available funds and known impending work, determine the maximum level of grant to be paid from the fund during the year. The grant payable shall be assessed as a proportion of the final invoice cost of the project.
In the event of the dissolution of the Fund the assets of the Fund shall be distributed equally among those Churches in the Elloe Deaneries which at the time of dissolution have a ringable set of bells hung for full circle ringing.
The Branch Treasurer, on behalf of the Branch Committee, shall prepare a balance sheet and an Income and Expenditure account as at 31 December each year as part of the accounts to be presented to the Elloe Deaneries Branch AGM held in February each year.
No alterations, additions or deletions shall be made to these rules except at an Elloe Deaneries AGM or at a Special General Meeting of the Branch called expressly for that purpose. Notice of any proposed changes shall be given to the Branch Committee at least 3 months prior to the Branch AGM or Special General Meeting.14 days notice of such a meeting and proposed amendments shall be given by the Branch Secretary to each member through their respective towers or email clusters.
